Ready, Set, Go! From PSMI Priority List to a New School

Maximizing the opportunity provided by the Department of Defense’s Public Schools on Military Installations (PSMI) program takes planning and collaboration. Forrestal Elementary School Principal Cara Kranz and Perkins Eastman Architect Josh Bergman shared how North Chicago School District 187 (IL) turned a place on the priority list into a modern learning facility serving 580 students connected to Naval Station Great Lakes. PSMI funded a replacement building, given costly infrastructure problems in the old facility.

Presenters emphasized engaging military personnel, city officials, school boards, staff, and community partners early. Input shaped welcoming gathering spaces, restorative dining areas, and adult-sized chairs for paraprofessionals. Parents also sought fewer school transitions, prompting the school’s expansion from K–3 to K–5. Collaboration with Navy leadership on the building’s location, appearance, and scope established a shared vision, supported by clear communication and stakeholder engagement throughout construction.

The PSMI process separates design applications from construction applications. Presenters stressed planning for federal requirements, including the Build America, Buy America Act (BABAA) and Anti-Terrorism/Force Protection standards. Standoff distances, ballistic-rated glazing, and domestic sourcing can increase construction costs by 10% to 15%, making adequate contingencies essential. Forrestal’s design also prioritizes student well-being and long-term savings. Geothermal heating, high-performance insulation, and solar photovoltaic systems, combined with green energy tax credits, could save nearly $10 million over 30 years.

The session highlighted how preparation, partnerships, and thoughtful design can maximize PSMI funding and deliver lasting benefits for students.
